EICR Inspection and Testing Services - Hampshire and West Sussex

An EICR is sometimes referred to as the 'landlord safety test', a periodic inspection and test, or an electrical inspection certificate. Whatever the terminology used, the purpose is the same: a qualified electrician assesses the condition of the fixed electrical installation in a property against the requirements of the current edition of BS 7671 (the IET Wiring Regulations), identifies any defects or deterioration and issues a report with a formal condition code.

What is an EICR?

An Electrical Installation Condition Report (EICR) is a formal document produced by a qualified electrician following an inspection and test of the fixed electrical installation in a property. The inspection covers the consumer unit (fuse board), wiring, sockets, light fittings, earthing and bonding, RCD protection and all other fixed electrical elements. The purpose is to identify any defects, deterioration or departures from current standards that could present a risk of electric shock or fire.

The inspection involves both a visual examination and instrument testing - using specialist equipment to measure insulation resistance, earth continuity, loop impedance and RCD operation times. On completion, the electrician produces the EICR, which includes a formal condition assessment and a schedule of any items requiring attention.

EICR for Landlords - Legal Requirements

Since 1 April 2021, landlords in England have been legally required to have the electrical installation in their rental properties inspected by a qualified electrician and to obtain an EICR at least every five years. This requirement is set out in the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020. A copy of the EICR must be provided to tenants before they move in (for new tenancies) or within 28 days of the inspection (for existing tenancies). Tenants, managing agents and local authorities can also request a copy of the EICR, which must be provided within 7 to 28 days depending on who has made the request.

EICR for Commercial Premises

Commercial premises are required to maintain their electrical installation in a safe condition under the Electricity at Work Regulations 1989. While there is no fixed statutory interval for commercial EICRs, the IET recommends inspection at intervals not exceeding five years for most commercial premises, with more frequent inspection for higher-risk environments (industrial, hospitality, care homes). Insurance policies frequently specify a maximum interval as a condition of cover.

What Does an EICR Inspection Cover?

An EICR inspection covers the entire fixed electrical installation in the property. Key elements assessed include:

  • Consumer unit (fuse board): condition, adequacy and type of protective devices, presence and correct operation of RCDs and RCBOs, condition of connections.
  • Wiring and cables: visible condition of cables, identification of any cables of a type no longer considered acceptable, evidence of damage, overheating or deterioration.
  • Sockets and switches: condition, correct polarity, evidence of overheating or damage.
  • Earthing and bonding: continuity and adequacy of earthing conductor, presence and condition of main and supplementary bonding.
  • RCD protection: presence of RCD protection for circuits requiring it (socket outlets, bathroom circuits), correct operation and trip times.
  • Fixed equipment: condition of fixed heating appliances, cooker connections and other fixed electrical equipment.

The inspection also identifies any additions or alterations to the installation that do not meet current standards - not because they must be immediately remediated, but so the responsible person is aware of any departures from current regulations.

EICR Results - Understanding the Condition Codes

Every item noted in an EICR is given a condition code indicating the severity of the finding:

  • C1 - Danger present: an immediate risk of injury is present. C1 items require immediate remedial action before the installation can be considered safe for continued use.
  • C2 - Potentially dangerous: the installation does not meet required safety standards but the risk is not immediate. C2 items must be remediated as soon as practicable.
  • FI - Further investigation required: an element of the installation requires further investigation before a formal assessment can be made. Action required without delay.
  • C3 - Improvement recommended: the installation does not fully meet current standards, but is not considered dangerous. C3 items are noted as recommendations rather than requirements.

An EICR is assessed as Satisfactory only if no C1, C2 or FI codes are present. If any C1, C2 or FI items are identified, the installation is classified as Unsatisfactory and remedial works are required before the EICR can be considered closed.

EICR Remedial Works

An EICR that identifies C1, C2 or FI items requires remedial works to bring the installation up to the required standard. Common remedial works following an EICR include consumer unit (fuse board) replacement, addition of RCD protection to circuits that lack it, replacement of damaged or deteriorated wiring, correction of earthing and bonding deficiencies and replacement of non-compliant sockets or switches.

For landlords, this allows an updated EICR to be issued confirming the installation is now satisfactory.
