NAO Report Highlights Ongoing Issues with Cladding Remediation

A recent report from the National Audit Office (NAO) highlighted serious concerns about the pace and scope of this work, and in this article we will unpack these findings. 

Key Findings from the NAO Report

NAO’s recent November report highlighted some of the key areas of concern that The Ministry of Housing, Communities & Local Government (MHCLG,) should be focusing on. 

In its report, NAO said: “While MHCLG’s programmes currently focus on buildings taller than 11 metres, it does not know how prevalent dangerous cladding is in low-rise buildings, but there is no government funding for the remediation of buildings below 11 metres. MHCLG considers fire safety risk for buildings below 11 metres to be far lower, and lower-cost mitigations such as fire alarms likely to be sufficient to make them safe.” 

According to MHCLG’s remediation portfolio from August 2024 , there are 4,771 buildings taller than 11 metres with unsafe cladding out of an estimated total of 9,000–12,000 buildings requiring remediation. This is concerning when you consider that more than six years have passed since the Grenfell disaster. 

NAO’s report also found that remediation efforts for buildings with other types of unsafe cladding materials, such as high-pressure laminate (HPL), are progressing even more slowly. 

The government’s Building Safety Fund (BSF) has distributed only 43% of its £5.1 billion budget, raising questions about efficiency and prioritisation. Additionally, medium-rise buildings, which were initially excluded from remediation funding, are now recognised as at risk, with plans to include them in future schemes. However, delays mean that thousands of residents and businesses continue to live and work in potentially unsafe buildings.

The risks associated with unsafe cladding are well-documented. During the Grenfell fire, the ACM cladding used on the building’s exterior acted as a catalyst, rapidly spreading flames and smoke.  

This type of cladding is now banned, but similar materials still exist on numerous buildings across the UK. For property owners, these risks translate into potential loss of life, legal liabilities, and financial burdens, including higher insurance premiums and reduced property values.
